Como ya comentamos en nuestra entrada del blog del 31 de mayo de 2013, "El estado sí importa: Observación frente a ingreso", existe un gran problema al que se han estado enfrentando muchos beneficiarios de Medicare: los pacientes están pagando la factura. El problema es que los pacientes están pagando la factura de los servicios de rehabilitación en un centro de enfermería especializada cuando tienen la impresión de que estos servicios están cubiertos por Medicare. En el fondo, el problema es que el hospital nunca llegó a ingresar al paciente, y lo codificó con el estado de "en observación".

Thanks to the Caregiver Advise, Record, Enable (CARE) Act, patients in New York hospitals will be allowed to designate a caregiver in their medical record. Once the caregiver is designated, the hospital is required to inform the caregiver when the patient is to be discharged and provide the caregiver with education and instruction of the medical tasks the caregiver will need to perform for the patient at home.
